Of course, it would not have been possible to propose such a project if there had not been a decaying Arab regime and a tired, oppressed social entity. Here, the nation-state lost its primary source of legitimacy, the people, through the confiscation of rights. The people, in turn, could not build reconciliation in the form of a clear ideological doctrine, having been detached from political participation for a long time.

This means that the Middle East project, which the "Roadmap" will follow, keeps the region an open arena for escalating international attractions and rivalries. It has no real connection to the internal structure of these Eastern societies, which keeps them in a state of constant turmoil and continuous indecision, especially in the face of new pressures from the economy and open media. Here, we find both the political and social systems are vulnerable to erosion, which does not lead to renewal but to a fundamentalist and tribal regression. Both the state and society vent their oppression on each other, as a state of helplessness in facing global changes. Thus, we have a situation of abstention from the external party and resistance from the internal party.
