This book is released as the World Summit in Paris approaches at the end of 2015 to discuss the greatest issue humanity has known in modern history: global climate change. It is an attempt to reach a new, comprehensive global agreement to mitigate the emissions that caused it and to adapt to it. The book endeavors to review the relevant agreements and the positions of countries, in addition to reviewing international reports (five of which have been issued to date, all confirming that the causes of climate change are anthropogenic). It specifically reviews the annual negotiations between state parties, monitoring both the declared positions and the undeclared real policies of these nations to assess their readiness to take decisive action to reduce their emissions or adapt to this devastating phenomenon. It also attempts to forecast outcomes and establish future criteria to monitor the success of the anticipated Paris summit in creating a fair, strict, and binding agreement, along with criteria for its successful implementation. All of this is considered in light of past experiences and the discussions from each round of negotiations, from the 1992 Rio Summit, which established the first framework convention to address this dangerous global phenomenon, to the present day.
