After the establishment of the Constitutional Court by its Law No. 15 of 2012, based on the text of Article 58/1 of the Constitution which states: "A Constitutional Court shall be established by law, with its seat in the capital...etc.," it is imperative for the writers in the Kingdom to explain the provisions of its law and to shed much ink on these texts, highlighting their positives and negatives. No matter how proficient the lawmakers were in producing texts befitting this constitutional achievement, it remains a human creation that does not attain perfection, for perfection belongs to God alone, who has no partner.
In the spirit of the Almighty's words: In the name of God, the Most Gracious, the Most Merciful, "And do not deprive the people of their due, and do not commit abuse on earth, spreading corruption" (Surah Ash-Shu'ara, verse 183), and from my position of responsibility as a minister in the ministry that witnessed the birth of the Constitutional Court's law and its dawn, I record with all honesty that this achievement would not have been realized or seen the light of day in those difficult circumstances without the insistence of the head of state and its crown—the symbol of national unity—on its fulfillment.
I am pleased to be among the first whose pens address this edifice, praying to God that I add this work to the legal library in the Kingdom. Perhaps it will be a catalyst for specialized writers and commentators not to withhold their knowledge in filling the gaps needed in our Jordanian library with research and publications.
Finally, in this context, I can only pray for our dear homeland for more stability, prosperity, and flourishing, and that it remains cherished, honored, and a land of security and peace.
