This study concludes, through its presented issues, that reform is an urgent necessity that cannot be delayed. Acknowledging external pressures and imposed reform projects should not be used as an excuse to hinder national reform initiatives. Any Arab reform effort must be based on a true understanding of the Arab reality, rooted in Arab cultural specificity, and it should view Arabism and Islam as two fundamental pillars of Arab identity, unifying this nation while also shielding it from external penetration attempts.

Author Dr. Maryam Sultan Lootah is an assistant professor in the Department of Political Science at the United Arab Emirates University. She obtained her master's in political science focusing on "Gulf Security" from the Faculty of Economics and Political Science, Cairo University, in 1987. She earned her doctorate on "Political Stability in the United Arab Emirates" from the Faculty of Economics and Political Science, Cairo University, in 1991. She has numerous published studies on "Security, Development, Democratic Transition, and Political Reform in the Arab World," as well as several published researches on women and gender issues. The first part of this book was published by Dar Al-Farabi in 2008.
