A state's policy is defined by its approach to relations and transactions with other countries, which constitutes its general foreign policy, as well as its domestic policy, which involves organizing relationships among members of society and determining their rights and obligations. The concept of policy has been linked to various aspects of social life, such as social, economic, educational, or agricultural policies. Regardless of its meaning or its connection to various aspects of life, policy refers to organized thinking that directs the behavior and actions of the state, organization, or individuals.
Social policy has become a necessity imposed by national responsibility in both developing and advanced societies. Therefore, many countries strive to establish policies that work to meet the needs of their individuals and improve the quality of life in the community. Social policy represents the path governments take to address social problems and the new situations that arise in society as a result of economic, social, and political transformations. This is achieved by balancing the paths of social, economic, and political action, side by side, through the construction of social policies aimed at achieving the desired development.
In this book, the theoretical foundations of social policy will be discussed, along with how to create new social policies in light of the current variables in our Arab society, and how to analyze existing policies to identify their strengths and weaknesses. The goal is to reinforce the strengths, mitigate the weaknesses as much as possible, and provide a reference framework that helps in understanding the issues and problems that prevent the achievement of the desired goals for social policy in our Arab societies... hoping that this work will contribute to achieving that.
