Introduction
Law No. (11) of 2004 on the Issuance of the Penal Code
We, Hamad bin Khalifa Al Thani, Emir of the State of Qatar, after reviewing the Amended Provisional Basic Law, particularly Articles (23), (34), and (51) thereof, and Law No. (5) of 1970 defining the powers of ministers and specifying the competencies of ministries and other government agencies, and its amending laws, and the Qatar Penal Code issued by Law No. (14) of 1971, and its amending laws, and the Criminal Procedure Code issued by Law No. (15) of 1971, and its amending laws, and the Civil and Commercial Substances Law issued by Law No. (16) of 1971, amended by Law No. (10) of 1982, and Law No. (2) of 1983 concerning the practice of human medicine and dentistry, and the Civil and Commercial Pleadings Law issued by Law No. (13) of 1990, amended by Law No. (7) of 1995, and Law No. (1) of 1994 concerning juveniles, and Law No. (3) of 1995 on the regulation of prisons, and Law No. (10) of 2002 concerning the Public Prosecution, and the Judicial Authority Law issued by Law No. (10) of 2003, and upon the proposal of the Minister of Justice, and upon the draft law submitted by the Council of Ministers, and after seeking the opinion of the Shura Council, we have decided the following law:
Issuing Articles:
Article 1: The provisions of the Penal Code attached to this law shall be enforced.
Article 2: The Qatar Penal Code issued by Law No. (14) of 1971 is hereby repealed.
Article 3: All competent authorities, each within its jurisdiction, shall implement this law. It shall come into force fifteen days after its publication in the Official Gazette.
