Public liberties are often confused with human rights, and distinguishing between them is frequently difficult. They had no place in ancient, medieval, or modern history. In ancient civilizations such as the Sumerian, Babylonian, Assyrian, Pharaonic, Roman, Greek, and Chinese, the recognized freedom was that of the ruler; others had no freedom except what aligned with the ruler's thought. History tells us of philosophers who were killed for their opinions, such as Hypatia, Confucius, Socrates, and thousands of others.

Although many philosophers and thinkers emerged in the Middle Ages demanding public liberties, these freedoms were confined to the nobility or aristocracy, amidst the spread of slavery which contradicts public liberties.

When Islam came, it established numerous avenues for religious freedom, and many verses affirmed freedom of belief and the sanctity of the human person, prohibiting aggression against them regardless of religion, color, nationality, or gender, and mandating peaceful and secure dealings with followers of other religions.

The Arab people endured many centuries without the right to exercise public liberties, from the period of Ottoman rule to British and French rule and American hegemony, which left behind underdevelopment, destitution, and poverty. The Arab people no longer comprehended the meaning of freedom, its scope, or how to practice it.

Although Western societies have achieved significant gains in the field of public liberties and the legislation of laws guaranteeing them, the societal culture of Western peoples still harbors tendencies of racial discrimination, contempt for others, and the plundering of other peoples' resources and wealth, imposing ignorance and underdevelopment.

What stifles public liberties is that they clash with the interests of the ruling class, which possesses the means of oppression and persecution.

With the tremendous development in social media and audiovisual media, which have become accessible to all, a fertile ground has been created for the growth of public liberties, especially freedom of opinion, expression, belief, tolerance, and acceptance of others, away from the authorities' control. Since the advent of the technology and computer revolution, public liberties have flourished, and the means to practice them have become easier. Every person is now able to express their opinion on any issue. However, this development has impacted a specific aspect of practicing public liberties—the right to opinion and expression—without being able to sow the seeds of tolerance, acceptance of others, and freedom of movement. The revival of public liberties due to the technology and computer revolution has been accompanied by the exploitation of these new means to stir division, corruption, and the exclusion of others under the guise of public liberties. Consequently, states have exploited this deviation in the practice of public liberties to issue laws imposing restrictions and violating opinion and expression under the pretext of regulating them.

Public liberties are not merely a conflict between the ruler and the ruled; they are also a societal, educational, and instructional culture that begins in school and ends where the freedoms of others and the protection of the public interest begin.

Due to a lack of awareness in understanding and realizing public liberties, they have been misapplied, leading to the emergence of anomalous practices such as same-sex marriage, androgyny, and transgenderism, under the framework of what has been termed public liberties, without regard for social values and human nature.
