Since the Alma-Ata conference in 1978, most countries have adopted a primary health care strategy aimed at developing health services to handle the prevention and treatment of public health problems. This approach relies on a system of health posts, health centers, and district hospitals where public health programs such as health education, vaccination, and campaigns against specific diseases are increasingly integrated into these services' activities in a progressive, modern manner that keeps pace with new developments. Health services management is now following a more decentralized policy than before, thereby involving local communities in decision-making and encouraging better alignment with local needs, constraints, and specific characteristics. By the end of 1991, the International Committee of the Red Cross (ICRC) had established medicine and community health projects in 19 countries. The majority of these projects include direct assistance to health posts, health centers, and district hospitals, involving aid at all levels—material, human, and organizational. From this standpoint, and in accordance with university-approved curricula, we decided to present various health issues in a smooth, scientific, and educational style that suits the majority of society's segments and serves the goal of achieving health at all levels.
