Chapter Four focuses on oral linguistic performance, its concept, and skills. It covers its elements (voice volume, articulation), characteristics of skilled performance, and guidelines for developing students' speaking skills.

The final chapter covers the evaluation of this art. It discusses the difficulty of measuring speaking skills, the types of speaking that can be assessed (controlled, intensive, responsive, interactive, extensive), and measurement tools, including speaking rating scales.
