Despite the importance of liability insurance in European and American markets, it has not received significant attention in Arab insurance markets. With the exception of compulsory insurance for civil liability arising from car accidents, which is required by law, the marketing of its other branches—such as professional liability for doctors, pharmacists, engineers, lawyers, hoteliers, carriers, and product manufacturers—is done on a limited scale, if at all. This is not to mention personal insurance to cover individuals' liability in their regular daily activities.
The reason for this shortfall, we believe, is a weak insurance mindset among most individuals, including professionals, who view insuring their liability as an unnecessary and costly luxury. Additionally, insurance producers tend to focus on marketing other types of insurance that are more popular, such as fire, theft, marine, or life insurance, due to their ease of sale, which helps them collect the maximum amount of commissions with minimal effort.
We can add another reason: professionals in the insurance field are often reluctant to expand the marketing of this type of insurance because it is one of the most complex forms from both legal and technical standpoints.
