I would not be exaggerating to say that the studies contained in this work are unique in their subject matter in the Arabic language, filling a much-needed void. This is especially true as they come in response to the sweeping scientific currents affecting the criminal justice system, whether for reasons related to understanding crime and the failure of contemporary societies' efforts to halt its continuous rise, or for the greater alignment of legal rules with the principles of human rights.

We cannot turn a blind eye to the legislative and jurisprudential movements beyond our borders. We must benefit from these movements to address our persistent issues through comparison, in a world witnessing a technological revolution and racing against time to achieve what was once considered mere imagination.

We must not remain mere spectators to what is happening around us, lest we condemn ourselves to stagnation, backwardness, and sterility. On this occasion, I admit that I was often struck with fear and panic while delving into these studies, especially as I claim they were, and still are, pioneering in our Arab world. However, what soothed my fear was the fact that I have spent no less than twenty years teaching criminal law in several Jordanian universities, participated in numerous national, regional, and international conferences, explained both substantive and procedural criminal law, and prepared draft penal codes for more than one Arab country. Above all, I felt I was performing a national duty by presenting these studies, hoping they would be a catalyst for criminal law scholars and a foundation for Master's or PhD theses for graduate students in our Arab universities.
