Fouad Al-Rikabi (1931–1971) was a prominent Iraqi political figure and one of the founders of the Arab Socialist Ba'ath Party in Iraq. Born in Nasiriyah, he graduated from the College of Engineering, University of Baghdad. He was known for his early role in spreading nationalist and Ba'athist ideologies in Iraq and became the first regional secretary of the Ba'ath Party there.

He participated in political activity from a young age, contributing to party organization until the Ba'ath's rise to power in 1958 after the July 14 revolution, where he was appointed Minister of Reconstruction in Abdul Karim Qasim's government. However, his relationship with the regime quickly deteriorated due to conflicts between Qasim and the Ba'athists.

Later, he faced persecution and imprisonment, being subjected to attempts of exclusion from within the Ba'ath Party itself after the 1963 coup and the ensuing internal conflicts. His journey ended with his death in prison in 1971.
