Fatwas 2/1 by Abdel Halim Mahmoud (1910-1978) was a prominent Azhar scholar, former Egyptian minister, and served as the Grand Imam of Al-Azhar between 1973 and 1978. He took on this leadership role during particularly challenging times, more than a decade after the 1961 Azhar law, which expanded secular education and higher institutes, dissolved the senior scholars' council, reduced the Grand Imam's authority, and shifted control to the Minister of Awqaf and Azhar Affairs. This led to a serious conflict between Mahmoud Shaltout, during whose term the law was enacted, and his student Dr. Mohamed El-Bahi, who was the Minister of Awqaf. The Sheikh’s attempts to regain his authority and fix the situation failed.
