Administration strives to keep pace with the times and align its activities with the scientific and technological innovations of the human mind. In turn, new developments in administrative life compel legal professionals to explore previously unknown ideas and study them legally, consistent with the dynamic nature of administrative law rules, which allows for their repeal or amendment shortly after issuance as required by the public interest. One of the most prominent terms recently popularized in administrative legal studies is 'e-government,' which refers to government activities that rely on the internet and electronic communications across all levels of government to provide services, conduct transactions, and easily access information in various fields. Electronic administration is based on using electronic means to carry out all or most of an organization's work and transactions, such as using E-mail, Electronic Funds Transfer (EFT), Electronic Data Interchange (EDI), fax, electronic newsletters, and other electronic methods.

Since the e-government system involves public administration performing its administrative functions electronically, either wholly or partially, the public administration will undoubtedly use the internet with its indescribable advantages to carry out its tasks as a supporting tool. This means that public administration will conduct its legal actions, wholly or partially, via this network, leading to the emergence of new legal terms in this field, such as the 'electronic administrative contract' and the 'electronic administrative decision'.

As these legal actions are conducted electronically and are not based on paper documents, several legal questions have arisen regarding their legal validity, recognition, and the legal effects resulting from them.

Reflecting the interest in the contemporary technological revolution and its impact on public administration, the subject has begun to be taught in law schools, with the 'Legislation of Electronic Public Administration' course becoming a mandatory part of the curriculum. Through my years of teaching administrative law and administrative judiciary to undergraduate, master's, and doctoral students, I found it appropriate and useful to present a work on electronic public administration law, adding to my previous publications on Administrative Law (Parts I and II), Administrative Judiciary, and Local Administration. I have endeavored to make this book in a clear, simple language, free from complexity, and rich with the latest legal texts, judicial precedents, and scholarly opinions, ensuring it is neither tediously long nor inadequately brief. After the first, second, and third editions sold out, I have worked to make this fourth edition expanded, revised, and inclusive of all legislative amendments and practical practices up to the end of 2021.

This book is divided into four chapters, covering the main topics of electronic public administration law. The first chapter is dedicated to the nature of electronic public administration. The second chapter is titled 'Electronic Public Utilities'. In the third chapter, we discuss electronic administrative decisions. The fourth chapter is devoted to electronic administrative contracts.
