The twenty-first century has witnessed tremendous developments in communication technology, from which a large number of websites have emerged and spread widely. This was followed by massive developments resulting from the digital-electronic revolution, which gave rise to new media, with the virtual world of Facebook being one of its most prominent forms.
Technological advancements also led to the evolution of electronic devices into digital-electronic devices, resulting in the emergence of smart devices and phones, which are another form of new media distinguished by their multiple applications.
Perhaps the most significant negative impacts of the growing communication and information technology revolution have been the increase in crime rates, the full extent of which has yet to be uncovered, especially with the continuous technological developments our contemporary world is witnessing today.
This immense and rapid progress is no longer limited to computer breaches, espionage, and other crimes. It has moved into cyberspace, leading to an increase in espionage and electronic intrusions, spreading in a way that raises concern. This has made nations vulnerable to cyberattacks that threaten their cyberspace and critical infrastructure, including communication networks, information, and systems mostly related to state apparatuses and national security. Cyberspace has become a complex issue that transcends national borders—land, air, and sky—requiring global cooperation to ensure space protection and internet security. This necessitates a clear focus on this aspect, which has become a significant danger to societies and states alike.
It must be acknowledged that the principle of "internet sovereignty" is now recognized, as the internet has become an important pillar of state sovereignty. Technology and the internet are crucial factors for the development and growth of nations. While technology in its various forms has brought about radical changes in the structure, methods, tools, and approaches of countries worldwide, the development of new methods to protect computer use, associated data, and other institutions within a state has shown little progress so far.
Although the internet is characterized by its decentralization, rapid spread, and expansion, these aspects have come at the expense of "network security." Consequently, cybercrimes and cyber wars between nations have increased, and the scope of piracy and hacking has widened, leading to a rise in cybercrimes and a diversification of their methods and techniques.
Due to the legal vacuum, lack of oversight, and the absence of regulatory standards and laws for internet activity, the phenomenon of "cybercrimes" and information crimes has begun to spread, increase, evolve, and take multiple forms, posing a danger to the world and societies alike. It has also become a great risk to the information security of each country, in terms of its human elements, systems, devices, and institutions.
Despite entering the third millennium in 2001, the world is still going through a complex phase of change, especially with the revolutions and changes in several sectors such as telecommunications, the internet, digital technology, and the media sector, and the extraordinary instability in global stock markets, shares, and global investments for quick profit.
Despite the enormous advantages of the global internet, accessing this network has become a risk with uncalculated consequences due to the spread of cybercrimes such as piracy, hacking, and cyberterrorism. This has led to the control by terrorist groups and organizations through brainwashing and online recruitment of young men and women, in addition to the spread of money laundering, electronic forgery and counterfeiting, and the proliferation of hate speech and blackmail, which increased through new media sites during the so-called "Arab Spring" revolutions. The spread of pornographic sites that control teenagers and turn them into victims for themselves and criminals has also been a factor. This has transformed the internet into an arena of conflicts, events, and cybercrimes, which later evolved from virtual cybercrimes to real-world crimes causing severe losses, both moral and material. This has prompted most countries to create laws to curb these crimes. States are also striving to develop strategic plans for the development of electronic infrastructure, facilitation of electronic transactions, etc., as a result of the major attacks on government networks on a daily or near-daily basis through hacking, espionage, and information leaks.
The methods of cyberattacks have also increased and diversified like never before, and diabolical methods have evolved regarding cyberterrorism and its financing. This now threatens state devices, systems, and infrastructure, as the challenges of protecting against cyberattacks lie in the difficulty of trusting communication devices and information systems, in addition to the difficulty of achieving protection.
