Indeed, law is an integral part of a state's broad public policy, which includes economics, health, environment, education, and more. The focus here is on studying political thought as a standalone science, distinct from the practicalities of political work, which may differ entirely from the principles, determinants, goals, and values of political science. In this context, public policy under positive law may resemble Islamic Sharia policy, which aims to regulate public affairs according to Islamic law, based on textual provisions to achieve justice and preserve rights and freedoms.

The book primarily relies on a comparative study methodology by including practical examples from different legal and political systems. Examples are a crucial means of clarification, helping students and readers form a clear mental image and understanding of the subject.
