Perhaps moral immunity is the pinnacle of ethics. It manifests when an opportunity for guaranteed but illicit gain arises. When a citizen is faced with temptation or seduction, and circumstances allow for a response in the absence of oversight, yet they refrain from theft, corruption, or falling from grace due to their own moral compass, we say that moral immunity has prevented them. Therefore, we must learn and teach it, acquire and adhere to it, in service of both public and private interests.
