In your book "Blood Oil", you argue that "efficacy" is the only rule remaining from the "Westphalian" rule in the Middle Ages. We were able to surpass the rules of that era, but "efficacy", especially regarding natural resources, remains. It makes international trade "toxic" or "dirty", if I'm not mistaken.
