Following the successful release of the first part of the Administrative Law series (Book One), which covered three main axes: the nature of administrative law, administrative organization, and the manifestations of administrative activity (administrative control and public utility management), we are pleased to present the second part (Book Two). In the fourth chapter, we examine the material means for exercising administrative activity: public funds. This section discusses the concept of public funds, the nature of the state's right over them, the methods of their use, and the legal protection of public funds, encompassing both civil and criminal protection.
