Resident Evil 2 is a survival horror game with the same fundamental gameplay elements as its predecessor. The player battles monsters and solves puzzles as they explore a made-up city. Although the two main characters in the game are armed, the use of weapons becomes more tactical due to the limited amount of ammunition. The player can assign weapons, use medicine to treat wounds, and check the protagonists' health on the status screen.
